As a result of the agreement Celsa provides additional vocational classes taught by Celsa employees, apprenticeship in plant’s departments, cognitive visits to the workplace, additional TQM classes, classes developing interpersonal competences, employment of the best students in Celsa or other associate plant.
The School Complex no.3 organizes a qualified pedagogical personel, didactic base enabling carrying out additional classes, training organization, diligence concerning compliance of undertaken actions within the project with the education law. SSE „Starachowice” S.A. provides teaching students of the umbrella class additional lessons of technical English language.
Finow Polska Sp. z o.o. patronages a class of mechatronics technicians at The School Complex no.3 in Ostrowiec Świętokrzyski. In a contract signed with the school the patron declared support for the educational process by accepting students to apprenticeships and additional trainings. The project is realized by The Marshal’s Office of Świętokrzyskie Voivodeship within the national Operational Programme called Knowledge Education Development, Action 4.1 Social Innovations.

2. Rich industrial traditions
Industrial traditions of Ostrowiec Świętokrzyski date back to Roman Times ( about II century B.C.– III A.D.). Almost the whole current Świętokrzyskie voivodeship was the center of a huge metallurgical industry where the iron for the whole Europe was made. Such an industrial heritage – unique in Europe – caused the development of metallurgy in the city area in the XIX century. Minor production plants started developing around the steelworks, including those dealing with refractory industry and food industry. Among others: two brickfields, brewery, spirit rectification plant and the first sugar factory in the Kingdom of Poland. Ostrowiec Świętokrzyski belonged to the leading heavy industry centers within the Old-Polish Industrial Region (being one of the oldest and biggest industrial regions in Poland) and the Central Industrial Region (one of the biggest economic enterprises in the pre-war Poland). After the World War II the city was developing economically thanks to national investments. Big national sewing plants were opened, including: Wólczanka, Modar, Modeks, Gambo.
The sewing industry included several thousand needle women. The groundbreaking nature for the metallurgy in Ostrowiec was the decision concerning building a new metallurgy plant which was located in the eastern part of the city on the area of 314 hectares on the left side of the river Kamienna. The new political and economic system in Poland in the 90s enforced changes and ownership transformations in national enterprises.
Metallurgic industry is still the main economic pillar of the city. The owner of the steelworks, which is one of the biggest employers in the region is a Spanish Celsa Group. Industrial traditions in Ostrowiec Świętokrzyski in metallurgy, clothing, construction and agricultural-food industry were passed on from generation to generation. City’s marketplace, being at the same time the biggest trade place in voivodeship, is an important point on the economic map of Ostrowiec Świętokrzyski. There are over one thousand economic entities functioning here. In order to improve work conditions for the traders, and increase the standard of goods purchase by the clients, it has been decided to build a modern trade complex with a full infrastructure and photovoltaic panels. Local producers could sell their agricultural products on the „My Market” which was the name of the enterprise. Between 2019 - 2021 another part of the trade area will get a roofing and its north-east side will be managed and toughened. The trade complex will also gain new communication links and parking spaces.

Between 2015 – 2019 the city’s council froze the rates of property tax and payments for heating, water and sewage. We have radically decreased the rates of vehicle taxes. In some categories we reduced the tax rates from 40% to 70%. Most benefits went to the owners of heavy-duty vehicles with semi-trailers. It is the most densely represented category of vehicles registered in city. Our tax policy translated into a measurable effect because there was an increase in registering vehicles in Ostrowiec Świętokrzyski. The entrepreneurs investing in Ostrowiec Świętokrzyski in the production sector may count on regional investment help in a form of exemption from property tax within the Resolution no. XXII/159/2015 of the Ostrowiec Świętokrzyski City Council of 27 November 2015 concerning property tax exemptions as regional investment help for entrepreneurs creating new jobs in the city. Ostrowiec Świętokrzyski commune also has influence on the possibility to obtain income tax exemption by economic entities thanks to incorporating the urban investment areas of 14,3707 hectares located at Bałtowska Street to the Ostrowiec Świętokrzyski Subzone of the Special Economic Zone,,Starachowice”. The entrepreneur who buys investment ground within the zone and realises his investment there may apply for income tax exemption CIT. The confirmation of the validity of city and finances managment policy realisation is a high grade in the pre-rating done by the INC Rating Sp. z o.o., company. The examination concerned 2792 units of local authorities. The high grade of city is within the investment level between AAA and BBB+.
Ostrowiec Świętokrzyski signed an agreement concerning cooperation between the Świętokrzyskie Chamber of Commerce, the Institute of Fundamental Technological Research at Polish Academy of Sciences and the Institute of Fluid-Flow Machinery at Polish Academy of Sciences. The aim of the agreement is to reinvigorate cooperation between business and science so that Ostrowiec Świętokrzyski would have new economic enterprises, especially using the potential of R+D (research and development) sector.

There are modern facilities like the „Rawszczyzna” swimming pool, city’s sports stadium KSZO and sport and entertainment hall which hosted international parties and sport events many times. There are multifunctional pitches in many parts of the city and they enable the youth and adults to access a modern sport infrastructure. Sport and recreation base which is being systematically enlarged caused the creation of a football Youth Training Center and the Athletic School in Ostrowiec Świętokrzyski. There is successful recreation center ,,Gutwin” which, together with an adventure park, is a perfect place for spending leisure time by the families living in Ostrowiec Świętokrzyski. An active form of leisure and recreation is provided by a perfectly situated City Park which is a popular place for walking, hanging out and resting among the inhabitants of Ostrowiec and visitors. The modern amphitheatre hosts different cultural and entertaining events, among others: Mira Kubasińska Blues and Rock Festival Festiwal „Great Fire”. Quite soon, the entertainment offer will be extended by a moder complex of open-air swimming pools. In autumn 2018, the Ostrowiec Culture Brewery building will be finished and it will be the cultural and architectural business card of the city. It will be a modern and multifunctional seat of the culture institutions providing cultural activities for the inhabitants of the city.
